2018 Ballot Measures

Arizonans will get to vote on five ballot measures in the November general election.

The five are:

[1]  Proposition 126, which prohibits the government from increasing taxes on services or enacting new ones in the future. It is known as a CICA, “initiated constitutional amendment,’ ‘which amends the state’s constitution that through the initiative process.

A “yes” vote supports the amendment. A “no’’ vote opposes it, allowing state and local governments to enact future taxes on services.

[2] Proposition 127, which requires 50 percent of energy to come from renewable resources by 2030. Also a CICA.

A “yes” vote supports the initiative, which would require utilities selling electricity in Arizona to acquire it from an increasing percentage of renewable resources each year, including solar, wind, biomass, certain hydropower, geothermal, and landfill gas energies.

A “no” vote opposes the initiative, which would maintain the state’s existing renewable energy requirements of 15 percent by 2045.

[3] Proposition 305, which expands vouchers by upholding SB 1431, the Empowerment Scholarship Accounts program. It is a VR: veto referendum, aka citizen referendum or popular referendum.

A “yes” vote upholds the contested legislation, Senate Bill 1431, which would enable all public-school students to apply for Empowerment Scholarship Accounts (ESAs), or vouchers.

A “no” vote repeals SB 1431.

[4] Proposition 125:  Adjustments to Elected Officials’ and Corrections Officer Retirement Plans Amendment. This is an LRCA: a legislatively referred constitutional amendment that the state legislature has placed on the ballot.

A “yes” vote supports this amendment, which bases retirement-plan increases on cost-of-living adjustments rather than permanent benefit increases for corrections, probation and surveillance officers, and elected officials. A “no’’ vote opposes it.

[5] Proposition 306:  The Unlawful Contributions from Clean Election Accounts and Commission Rulemaking Requirements Measure. This is an LRSS: legislatively-referred state statute that the state legislature has placed on the ballot.

A “yes” vote supports this measure, which prohibit candidates from giving any of their public financing accounts money to political parties or tax-exempt 501(a) organizations that engage in activities to influence candidate elections. It also mandates that the Governor’s Regulatory Review Council approve the Citizens Clean Election Commission’s proposed rules.

A “no” vote opposes the measure.
